BREACH IN JAPANESE CABINET REMAINS
ARMY INCENSED AT UGAKI'S APPOINTMENT AS PREMIER
- Tokyo, January 25.
Incensed at the Cabinet's reversal of Friday's decision to dissolve the Diet and displeased at the appointment of General Kazushige Ugaki as Prime Minister, Japanese army leaders are reported to have decided not to nominate a War- Minister in the new Cabinet.
The Army holds General Ugaki responsible for the reduction of the military strength of the nation by four divisions, which was carried out in 1935. Leaders of the military group con sider him too liberal.
A further sore po int with the Army leaders is the withdrawal of the support of the naval chiefs, on which they counted in the crisis. The Minister for the Navy, Admiral Nagano, was most active Satur- day in seeking a compromise, aimed at avoiding dissolution of the Diet.

TROOPS “SHOOT TO KILL” TO PREVENT LOOTING
(SPECIAL TO “TELEGRAPH").
Washington, Jan. 24. More than 350,000 are homeless and at least 40 are dead, while martial law has been proclaimed from Cincinnati to Cairo, Ill National Guards have been ordered to "shoot to kill” in an effort to stop looting. The damage in Cincinnati's industrial district is already over $8,000,000.
Freezing weather, disease and fire, together with the looting, add to the sorrows of the thousands of refugees. Streams have reached their highest crests in history, crippling police and fire departments and rendering relief workers almost helpless before the tide of fugitives which precedes the flood.
The Ohio River in Western Pennsylvania and Virginia is slowly receding, however, though fresh rains are threatening. New high water records are reported from Louisville, Kentucky, and additional fires.

GERMANY
ECONOMIC PACT MIGHT FOLLOW DISARMAMENT
Paris, Jan. 24.
Contrary to press forecasts, M. Leon Blum, the Prime Minister, in a speech at Lyons, disclaimed any intention of making sensational new economic appeals to Germany. He said the Popular Front was stronger than ever and more alive, and it had been proved that an essentially pacific Government was not incapable of
the defending country's interests and security. M. Blum reiterated his opposition to bilateral pacts and his insistence upon indivisible peace..
With respect to the suggestion that Germany might be offered economic assistance in return for a pacific settlement of the European situation, the Prime Minister deprecated proposing to Berlin anything resembling a deal. He declared the idea that Germany's economic problems might one day force her to ask assistance and
submit to the conditions which might be attached, was
perilous and false.
