In the latter part of year a Survey was held by the Master Attendant and Carpenter of Her Majesty's Naval Yard at this place upon the Hulk used as a Gunpowder Depot and anchored in the Harbour not far from Store Cutler Island. The result of this Inquiry was that the Hulk was found to be in such a state of decay as to be not worth repairs.
A report to this effect was sent in (a copy of which is enclosed), and on being referred to the Harbour Master it was returned with an intimation that the Assistant Harbour Master who had attended at the survey concurred in its terms.

It, therefore, became necessary to take steps at once to look out for better storage of Gunpowder before the typhoon season.
