Paris, Dec. 21. France is embarking upoh a naval building programme of considerable dimensions as soon as the naval limitation treaties expire at the end of the current year.

Her new programme is designed to create "a most modern battle flect," possibly by 1910: that is, within three years.

Officials declared to-day that not a single ton of France's existing warships will be destroyed, following the British-American lead of retention of over-age tonnage. And the country intends to build as fast as her money and shipyard facilities allow.
