In Mummanry's minute No. 4501, The Secretary, in clear reference to the Governor's telegram (Hong Kong telegram No. 4687, sent 15 April), states: "Hongkong 4687. April 15. Hope Standing Hospital plans shortly. In the meantime incur no avoidable Expenditure."
