I was therefore led to form the opinion that by allowing him

to undertake this work,

I might enable the Colony to benefit by obtaining

plans, which did not seem likely to be procuring

in any other way.

39. Mr Ommanney cheerfully and gratuitously

undertook the task,

but he was unable

to devote to the work

more than the small portion of his time

which was available after the discharge of

his other and legitimate duties, it has not been
