On the 13th of April, a complaint was made before the Chief Police Magistrate of Hongkong by an officer of the Hongkong Post Office, Mr. Leiria, and lastly, the Post Master General of Hongkong remarks that in the event of any mail having been received without a letter bill, this circumstance ought, in the due course of business, to have been notified to the Postmaster of Hongkong.

And I have the honour to bring this matter to the consideration of Your Excellency, in order that Your Excellency may take such steps regarding it as you may deem expedient. I should also feel obliged if Your Excellency would be pleased to permit me to be furnished with any information that may be obtained as to the two missing letters, so that I may communicate the same to His Excellency the Governor of Hongkong.

Inclosed herewith will be found a copy of a letter No. 145 from Mr. Mitchell to the Colonial Secretary of Hongkong, a copy of a letter No. 623 of the 7th of May from Mr. Mitchell to the Post Master General of Manila, a copy of a letter of the 20th of May from ..., a copy of a letter of the sole [?] May from the Postmaster General of Manila to Mr. Mitchell of Hong Kong, and a copy of a letter No. 690 of the 27th of May from the Postmaster General of ...
