On the 6th of February 1875 —— (Political No.2.) I wrote to the Foreign Office stating that I had written to the Captain General at the request of His Excellency the Governor of Hong Kong relative to the loss in the Spanish Consulate Office at Manila of two prize-lottery tickets, the one valued at $465 and the other $500, but up to this moment I have received no reply whatever. I mentioned this to the Colonial Secretary yesterday, and he promised this case should be attended to; it is, however, impossible to say when this matter will be brought to a conclusion.
I then complained of the want of attention paid to Consuls here in reference to their applications to this Government, and representations were made thereon at Madrid. Notwithstanding this, I have received no reply whatever to the letter hereinbefore mentioned. Whatever may be the reason of this silence on the part of the Manila Authorities, I cannot say.
