to the Colonial Secretary, and also wrote to the Foreign Office.

A certain which are given? I in in a letter to this Government dated the 10th March 1871. A copy of which I have the honor to enclose. From this letter it appears that though in that despatch to the Foreign Office Mr. Rickell, the Consul, complained of the want of attention on the part of the Manila Government to the representations of the Consul, and though representations were made thereon at Madrid, yet, up to the present time no reply has ever been sent to his communication to the Governor General relative to the two missing letters.

Messrs Briar and Silva, the gentlemen referred to above, have now again written to this Government to complain of the loss of these two letters, and I am accordingly driven to trouble Your Lordship with a request that you will be so good as to bring the matter to the notice of the Foreign Office in order that the serious attention of the Authorities at Madrid may be drawn to the very unsatisfactory state of things revealed by the loss of and failure to recover two duly registered letters.
