person employed by or under the Post Office so as to come within the 25th section of the Act, the two expressions are interpreted in section 47 and have distinct and different meanings.
"Persons employed" are the same as "officers of the Post Office," who are obliged by 1 Nie. O.33. s.10 to make a declaration of fidelity; masters of vessels are not in that category and do not make this declaration.
11. The Local Ordinance N. 8 of 1862.
9. By the 23rd section, all statutes of the Imperial Parliament relating to the Commission and Punishment of offences against the Post Office are to be taken to be incorporated therein, so far as they can be made applicable to the local circumstances of this Colony.
By the 14th section, masters of vessels arriving with mails are to deliver them forthwith without unnecessary delay to the Postmaster General or his deputy, under penalty of $500.
All Penalties are recoverable before a Police Magistrate (sections 14&22).
10. The result is as follows:
a. All masters of vessels leaving the Colony may be required to take mails.
b. All masters of vessels arriving in the Colony are liable by local law to the penalties specified in the Imperial Act, for non-delivery of Mails, or for delay in delivery.
