Whatever goes-wrong (even, as in the "Chevist" case, in Towns, where there is no agency of the Hughing Office), it is to this Government that complaint is made, and the Merchant of the whole of China look to Chungking to provide sufficient postal and some facilities.

I trust these remarks will make clear to Your Lordship the necessity for providing efficient control of the proceedings of British Shipowners with regard to Mails at Treaty Ports, and I have only to add my earnest desire that any legal powers which may be given (and I hope they may not be used vindictively) may be used in a fair and reasonable manner.

The heavy penalties provided by the local Ordinance in this Colony have been rarely, if ever, inflicted in full, nor has the law been often put in motion. Your Lordship will observe from the Postmaster General's Report that the rule of his office has been that when the offence seemed to have been inadvertent...
