LONDON PROPOSAL Washington Treaty' Restriction

On New Bases

BECAUSE Great Britain has fortified Singapore and

the United States have built a naval base at Hawaii, the Japanese Government thinks they should be able to islands of the Japanese fortify Formosa and other

Empire.

This is understood to be the attitude of the Japanese Government towards the British proposal that America, Japan and Britain should sign a treaty extending the clause in the expiring Washington Treaty which restricts the fortification of Pacific bases.

Great Britain is stated to favour the proposal, but it is criticised in the United States on the ground that Japan is suspected of having already fortified her mandated islands in the Pacific.

The semi-official Domel agency states that Tokyo naval circles ex- press the view that the Japanese Navy are quite prepared to accept either British or American proposals for the renewal of the non-fortinca- tion clouses of the Washington Treaty, but only if the proposals made are considered to be fair and just.

IN FAVOUR OF JAPAN

It is pointed out that Artlele 19 of the Washington Treaty affects Formosa, the Bonin Islands and the Kurite islands which are near the mainland of Japan, whereas in the case of Great Britain and America, only possessions in the Pacific which are far away from the Homeland are affected.

It is, therefore, understood that the Japanese Navy will oppose the
