it would appear that he desires to establish the following points: -
1. That the land referred to in W. O. Letter of 19th March 1868 has never been transferred to the Colonial Government, and
II. That inasmuch as last year an application was made for Police aid in removing obstructions on W. D. lands it was not necessary to make a similar application this year.
Regarding the first point it is to observe that although, owing to the staff of the Survey department being wholly engaged on pressing duties, the ditch or lockspit has not as yet been dug along the boundary line of the W. D. Reserve, still inasmuch as a copy of the detailed survey and plan of the proposed road, which makes the boundary, was sent to Colonel Moggridge it is difficult to know what more was required to enable him to carry out the instructions of the Secretary of State for War. This Government was not aware that any particular act on the part of the Commanding Royal Engineer was necessary to complete the transfer, and it has been assumed (and His Excellency ventures to think properly) that the W.O. Letter already quoted was
