WAR

INEVITABLE

IN FAR EAST-Dr. Mah

San Francisco, Oct. 10.

The inevitability of war in the Far East was the final and inevitable conclusion of the recent session in the Yosemite National Park of the Institute of Pacific relations, according to Dr. N. Wing Mah, member of the Chinese delegation.

In taking this attitude at the con- clusion of the institute, Dr. Muh re- affirmed the declarations of Dr. Hu Shih, dean of the College of Arts of the National University of Pekinit. “ና and first member of the Chinese delegation to the Institute, who as- serted his conviction of the inevitabl- Ilty of war in the For East even before the Institute of Pacific rela- tions began its discussions.

Dr. N. Wing Mah, who is professor of political selences at 1 the University of California, is now engaged in giv-

number of lectures. ing a

According to Dr. Mah, four prin- cipal questions which were put up to the Japanese delegation at the Yosemite but which were left unsatis- factorily

have answered, might thrown a more favourable light on the Far Eastern situation. These questions, he states, were as follows:

1 How much of the profit of its commercial expansion is Japan devot- ing to military-and naval--expendi-

ture.

2. Why does Japan continue to connive in the unprecedental smug- gling racket in North China which is undermining China's financial stabi- lity?

3. Why does Japan stress her de- mand for "free access to raw ma- terials" when no nution is denied such access except during war time?

4. Are those Japanese military officials who demand that Japan huve the largest navy in the Pacific to insure her "free access the markets

of the world" responsible officials speaking for the Japanese govern- ment?

CLARIFY SITUATION Dr. Mah dcclares that these and many similar questions were put to the Japanese delegates in an attempt to clarify the situation in the Far East but they could not or would not answer them."

"Japan was.also closely examined," Dr. Mah states, "as to her attitude to- wards a collective security pact and accused of violating the Nine Power, Treaty signed by the nine powers concerned with Pacific area problems at the Washington conference In 1021-1922, but Japan's answer was a demand that the treaties be revised and the statement that she would not enter into any further pact of collec- tive security which deprived her of her right to be her own judge con-

cerning her national security and her destiny in the Pacific."

It was because of this attitude, ac- cording to Dr. Mah, that the con- ference was unable to reach, a decl- slon regarding the establishment of collective security pacts.

con-

"Janun came to the Yosemite," said Dr. Mah, "with the hope of vincing the representatives of the other nations that the powers should aequiesce in her programme of ex- pansion, but she found herself faced with a barrage. of que

questions, many

of were embarrassingly UR- answerable to her delegates."

Dr. Mal expresses the conviction that while issues were discussed bluntly and frankly and each nation's attitude toward the impending crisis was determined, yet the only results of the of conference were a general

confict in Pacific affairs is approaching.

Dr. Mah has already arranged for a general discussion of his-views-on- the results of the Yosemite meeting of the Institute of Pacine relations in a course of lectures before the exten- slon of the University of California. --United Press.

MINISTER ASKED TO WITHDRAW REMARKS There was a remarkable scene in Carlton Cemetery, near Nottingham, recently, at the funeral of a young man who was drowned in the River Trent.

The Rev. C. Garrett Udy, a local Baptist minister, in his address, sug- gested that young people, present should make a note of the fact that the man's death was caused through

drink,

and a half hours, compared with a journey of up to six months by land. Another consideration is that only young men in the best physical con- dition would be able to make the trip on foot, and this would deprive the venture of the services of experts of lung and wide experience.
