Exploded with frightful loss of life has rendered precautionary measures against incendiarism of Powder Magazine more than ever essential and I am of opinion that it would be preferable to carry the new road much farther than 20 feet from the Magazine Enclosure.
10. The level of the Road as now laid out is so much above and so close to the Magazine Enclosure that by simply rolling down or throwing a case containing some Explosive agent an explosion will take place, certainly destroying the Inclosure wall, and probably the end wall to the magazine itself, but 30 feet distant from the Enclosure wall.
11. What the effect of such an Explosion might be, I am unable to predict but the remotest chance of such a catastrophe should be jealously guarded against.
12. It may be said that the Magazine is now open to the same contingency, but the reply is that it is in a very remote and unfrequented neighbourhood, and the best that could possibly be chosen, being constantly watched by day and night sentries.
