ponding the completion of the road boundary, lest the Coolies employed should trespass into the adjoining Military Reserves Proper. This circumstance is here incidentally mentioned in rectification of the statement made by Colonel Moggridge in his Memorandum of 13th December 1875 addressed to Colonel Bassano to the effect, that "the right of the War Department to all the land in question has always remained unchallenged, and that this right has always been recognized by the Colonial Government".

The Correspondences growing out of the Summary destruction by the Commanding Royal Engineer of the watchman's huts erected with the sanction of the Colonial Government upon the locality now in dispute having brought to the knowledge of His Excellency the Governor for the first time the existence of doubts Authorities.
Part of the present Military and approved by both Secretaries of State for War and enclosed the Colones shown in the plan affixed by Lord Longford in War Office letter Hong Kong: 8 March 1868 and tracing of which is herewith inclosed. This provisional eight-foot road is necessary less to define the respective limits the Colonial and Military Lands than to prevent a recurrence of the irregularities which it would appear have been committed by the Sappers on Colonial Ground in the presence of a Colonial Policeman whose services were obtained unknown to the Government and the fact of whose presence on the occasion, was afterwards sought to be put forward as an indication of the concurrence of His Excellency the Governor in the work of destruction complained of.
On the proprietorship of the Land, I was directed to lay out a roadway eight feet wide along the boundary originally decided upon by General Brunker and Governor MacDonnell, Authorities, it has been. The road has been nearly completed but at the request of the Military stopped abruptly on either side of the Magazine as shown in the accompanying plan, so that it is completely severed into two halves and remains unavailable for traffic. It is consequently in its present state of no use whatsoever.
