Received a report from the several Officer Commanding as to the sites which it may be desirable to retain for military purposes, considers that the whole land between the new Road and the 500 feet contour, coloured green on the enclosed "Plan" (which has hitherto been marked by this Department as having been reserved for Military purposes) may be transferred to the Colonial Authorities for building purposes subject to the condition that no building shall be erected within 200 yards of the existing Magazine's Laboratory as long as they may be used for the storage of Powder or other Explosive materials.
— further to state that the plot lettered "M" colored green, north of the new road, will also be handed over to the Colonial Government, but that as the areas colored yellow have been suggested as appropriate for future Military Buildings, Sir John Hay proposes to defer the transfer of any further portion of the reserves, north of the new Road, until the Military requirements have been finally decided on.
I am to add that should the Duke of Buckingham concur in these proposals the necessary instructions will be given to the local Military authorities, to carry out the arrangements.
I have &c. (Signed) ... Longforth
