There is no absolute rule to regulate
the distance that should intervene between a Powder Magazine and a high road, nor could there be consider the number of circumstances to affect it.
We should willingly cast a
"prestige" round a magazine that "lies in" would keep all extraneous proceedings
from it as far as possible.
With respect to a roadway it
holds
to contemplate any cause
within
it of danger from it, except bringing within reach of the Magazine a lighted cigar or Lucifer match or absolute open access from it by stragglers to the Magazine and therefore beyond such
possible

possible objections if the proposed wood cannot without very great inconvenience be further removed, I would not recommend any
valuable social
improvement, which no doubt is here
contemplated being positively forbidden
on this account.
At the same time perhaps some
palliatives such as a
higher fence wall where the road passes the Magazine
might be practicable. There is also
no doubt a constant guard or watch
over the Magazine which would prevent any objectionable proceedings
being practised on that part of the
road.
