19. I infer therefore that so far as regards title derivable from a joint agreement, records, perambulation or otherwise the case made out by Colonel Lovell is a complete breakdown. And therefore that all his allusions to the Boundary being well defined, and his proposal that the War Office should have it marked off with Boundary Stones, are inadmissible.
The Boundary at this day where it was fixed by the Governor on the spot, recorded on the spot, remains Evidently as on the 19th October 1853 and where the respective Officers of Ordnance subsequently left it in 1888.

A perfect, distinct Enquiry however still remains viz:- is the ground really required for the use and Comfort of Her Majesty's Troops, because I make bold to say that if I thought so I would be just as anxious as any Ordnance Officer to secure its use to the Military Authorities. That however is a question which can only be decided by Her Majesty's Government, because they alone can really know for how many Troops they intend to provide accommodation:
