Men and Things Abroad by W. N. Ewer ☆
HE 16th Assembly of the League of Nations 18 over, And it fins left behind it a League changed unrecog- nisibly from the League of its opening sittings last September.
It is not merely that since last September the League has made a great effort and has falled,
Defeat might not håve mattered. so much; but with this defeat has gono a demoralisation so complete
• that it is hardly realised even now.
The League lins lost faith in it self, has lost confidence in itself.
And while that mood lasts (nor can'one see what is to change it) the League will not again take action, eller to restrain' or to oppose an aggressor.
Summing It Up
TRIGGER States are cynical: the maller are disillu aloned. Each small Blate,” said Miks Hesselgren, the only wornan delegate, Masks when Ile turn miny come-and that without having any hope of tho League."
How, indeed, have any hope of the League?
For the debates have made just one thing certain; flat the attempt to re- strain an aggressor by economic Sanc- Dons will urver be repeated.
All through the speeches has run 11 thread of argument.
"We put on the maximum eco- nonte Sanctions possible without war.
This maximion falled to stop the Dogression.
Therefore no economic Sanctions can stop an aggression unless accom. panied by milliary Sanctions.
"Therefore it is useless to put on reonomic Sanctions."
That in the mood of the League: and everybody knows it: nor does talk of strengthening reforms to September ake any difference,
Never Again..
THE Juct is that economie Sanctions are done with; in the experiment of 1935 will not be Penrated.
Whether the argument is right or wrong does not runtter. It is à ques tion of confidence. There are plenty who believe that the argument is non- sease; that economic Sanctions, with- et serious risk of war, could have been made effective.
But those who believe this helleve so that "next time." Hke this time, laque would be let down by the

Lost Confidence
NOW the League has tost confidence in itself. Tile Powers, great and small, have lost confidence in the League.
And remember that if no victim can now look with confidence to receiving the protection and asahstance of the League. thai hins another side.
It means that no would-be nggressor will now took with any apprehension to meeting the resistance of the League. And that in fatal.
For the whole idea of the League as
a prace-keeper is that its action against an nggressor should be so strong and 40 certain that he dare not take a chance on it.
To-day any would-be ДЕНТСЬЮТ knows that League action is not only not certain but very improbable: that any really effective action is wildly improbable.
He need no longer seriously take the League into his calculations. As a de. terrent it has, at any rate, for the time being, cessed to exist.
Out Of Court
EVEN morally, it is cut of cour Dress it up As you will, the fact remains that the League, under the lendership tod pressure of the Big Three. is condonlog aggression and will con- done it, and will finally recognise its results.

After September e tuation wil remain in erseuce as it is to-day. And to-day's doctrine is this:--
No economie nation is worth white unless in support of military action. Therefore the League in future wil not act against au nggressor unless some of its members are prepared to take military action.

HERE are queer people about, as you may have noticed yourselves. A separation order has just been made against a man who had not spoken to his wife for two years, and simply whistled when she asked him for money.
The Bearded Woman of Wopps-on- the-Wold' was once inarried to a re- tired acrobat. Every afternoon he would take a nap, hanging upside down by his legs from the curtain rod in-the parlour. If ever she came near him ho would wake up and beat her on the hend with a wooden spoon, from which he was inseparable, at the same time érying." Moderate strength rings the bell."
