"Telegraph" Staff Representative BRITISH residents of Hongkong between the ages of 20 and 40 are indirectly criticised by the General Offi- cer Commanding the British Troops in China, Major Gen- cral A. W. Bartholomew, C.B., C.M.G., C.B.E., D.S.O., in his | first. Annual Report to the War, Office on the Hongkong Volunteer Defence Corps.
Although the non-British strength of the Volunteer Corps increased during 1935 by 168, the European British strength decreased by six men!
"It is our failure. to attract into the Corps the 300 to 400 British men of suitable age in the Colony-most of whom have never undergone any military training what- soever-which remains our chief local problem," the Gen- eral Officer Commanding writes in his Report.
"These men will probably constitute our only source of reinforcement in the greatest of all emergencies.
"At least half of these men are in Government Service. Un his arrival in Hongkong in December. 1935, His Excellency the Governor, Sir Andrew Caldecott, was faced by a despatch from the Secretary of State for the Colonies pointing out that the Overseas Defence Committee wished all eligible European Government Ser- vants to be induced to volunteer and make themselves efficient.
"His Excellency promptly met this requirement by issuing a memorandum to all Government Departments. The response to date can hardly be described as satisfactory. Out of sOMIC 150 eligible British (in the civil service):
7 have presented themselves for enrolment in the Naval Volunteers;
21 have presented themselves for enrolment in the Defence Corps (of whom 30 are European' British).

"I have had the privilege of witnessing the activities of the Corps for the past five months only of the period under review," Maj.

that the Corps is correctly or ganised so that its component pärts it into the défence of the Fortress as a whole; that the role of ench sub-unit is of great importance to the safety of the Colony: and that the efficiency of each sub-unit is of a reasonably high standard,

YOUNG MEN AT FAULT
The Commandant's Report reads in art as follows:

STATEMENT FOLLOWS EXPOSURE OF SAMPLES OF BUREAU'S WORK

The "Telegraph” can reveal to-day that there is every possi- bility that the Hongkong Government will review he entire ques- tion of censorship of Chinese newspapers published in the Colony. It will be recalled that the Telegraph" yesterday published extracts from the King Sheng newspaper's Censor Bureau's proof of an article on Censorship.
These extricts conclusively showed that censorship of Chinese newspapers covered more than the contingencies outlined in Govern- menta defeuer of the system.
Interviewed, on the subject, Mr R. A. D. Forrest; Acting-Colonín) Secretary, told me that it is possible that Government may bring about! changes in the administration of the law relating to ceiworship, and that the question was now under discussion.
"Government did not have the details of Mr. Lo's arguments until too short a time before the meeting of the Legislative Council to permit| thorough investigation of the subject on the lines on which Mr. Lof argued his case," Mr. Forrest said.
"The matter will be thoroughly investigated from all the points of view suggested by the supporters of the' molion in Legislative Council."}
