Such is the history of this transaction and I can only regret to have troubled Your Lordship. It will be seen at such length that this Government bases its claims on two grounds. 1st on the completeness of the arrangements arrived at in 1869, and 2nd on the ground that, if that arrangement was not complete and if it is, therefore, to be upset, the Government reverts to its old position and claims not only the land south of the park, but land considerably North of it, as well down to the Boundary stone "N: 10" and 32 shown on plan of 1858, marked A and admitted by the Ordnance Officers as their then Boundary.
