by the greater length of the Contagious Diseases Ordinance of this Colony; part by my having transferred to the Magistrate, certain powers which at Singapore are still vested in the Health Officer: such as Section XII and XIII of our Ordinance: by which if the inmate of a house infects a stranger, or a stranger infects an inmate of a house - then on proof thereof to the satisfaction of the Registrar General a fine or imprisonment follows.

It appears to be only carrying out the spirit of these amendments to Enact that the proof must be to the satisfaction of the Magistrate who is to inflict the punishment - and
