This Ordinance was laid before the Legislative Council, and it passed through its various stages without amendment of any kind.

I enclose a copy of the Attorney General's remarks together with six copies of the Ordinance and the Attorney General's statement of objects and reasons, and I now have the honour to submit the Ordinance for Your Lordship's approval.
