It is learned here that the French uppeal for non-interven tion in the Spanish civil war has been extended to include all important industrial countries of Europe, as well as the United States.

The British views regarding the Portuguese reservations, outlined yesterday, have been communicated to the Portuguese Government. Portugal desires to have some reassurance from Great Britain and France that her integrity will be respected, and defended by these powers if necessary, since the, Govern- ment at Lisbon feels apprehension test a Communist state's proximity should lead to disorders within its own borders.
