Officials are now busy framing the text of the proposed non- intervention pact which is expected to prevent private or Government assistance to either faction in the Spanish civil

war.

It is understood that the plan aims at forbidding all commercial operations with Spain, Spanish Morocco or terri- tories under Spanish sovereignty, as far as arms, ammunition, war material or aircraft are concerned. Dealings in aircraft of any nature would be forbidden.

Immediately the plan is completed it will be circulated among the Governments concerned.

Up to now France has received favourable replies to her note probing the nations' reactions to the suggested neutrality plan, from Great Britain, Germany, Russia, Italy, Belgium, Holland and Czecho-Slovakia. The reply from Portugal is still awaited.-Reuter.
