granted and has invariably for other purposes been counted

as resident service. It would

scarcely be just, therefore, to deprive Officers of the advantage already obtained and

for this

reason the word "hereafter" has

been added to the first line of

this Rule.

As

regards

the

second Paragraph the position of

officers

would, under it, be

other than at present with "Vacation Leave counting as full service and ordinary Leave as half-service", half service, which is clearly not contemplated by the Secretary.

In illustration of the

present practice

we may

state that an Officer

enjoyed

and

may

now on leave

4 months full-service Vacation Leave during the first

four years of a residential period of service

and was

permitted to leave the Colony at the expiration of it with four months full

years

service Vacation Leave for the

last 2 years residence and 12

months ordinary leave counting as half-service for Pension. This Vacation and ordinary

Leave during

years

counts

therefore under present arrangements

14 months

for

Pension
