from the

French Port Office, proposing that, in consequence of France adopting the 1st January, 1876, the general stipulations of the Postal Union Treaty modifications should be

introduced into the mode of stamping correspondence exchanged in closed Mails between France and certain British Colonies.

I referred these propositions to the Postmaster General, and upon receiving his report laid it before my Executive Council, and

I have now the honor to forward Your Lordship a copy of that report, in the terms of which I concur.
