M. Maxim Litvinoff, the Russian delegate, has been instructed to leave the conference of powers here, in connection with the Dardanelles re-armament plan, unless he receives satisfaction concerning certain points, including the Russian demand for complete liberty of access and egress to and from the Black Sea.
This serious development is the outcome of a divergence of views manifest from the start between the British and the Soviet. The Russians contend that the British attitude hitherto has been obstructive.

This morning Britain submitted a new draft Article XVI, modifying the previous draft, and empowering Turkey to close the Straits to all belligerente fleets if she considers her security menaced, and empowering her to prohibit passage through the straits of ni belligerenta warships in war-time if none of the Riparian States is belligerent.

Chicago, July 8: The Great Drought of 1936 is already one of the major catastrophes of American history. After thirty rainless. days and over 100 degrees of heat, it entered its second month to-day, with crops, livestock and human beings dying in its grip over half the United States and the prairies of Canada.
From Montana to the Carolinas and from the Mississippi to Saskatchewan, the scorching sun still burns the countryside to desolation, and in this area 200,000 farm families require immediate aid.
Twenty-seven states have reported drought and insect devastation, five state their crops are beyond hope, and the others that only drenching rains-will save their grains and cattle.
