44 Mr. Russell is an energetic and useful Police Magistrate having studied law and been called to the Bar in England, has all the requisite legal knowledge to fill the Office of Registrar more efficiently than Mr Deane could pretend to do. I believe it is no secret that it is Mr. Russell's intention and ambition to practise at the Bar in this Colony and that he regards the Office of Registrar of the Supreme Court in that direction. Mr. Russell's conduct in private life is irreproachable.
5. Mr. Huffam has for many years filled the office of Deputy Registrar under the late Mr. Alexander, but I have grave doubts whether his education or social status fits him for the Office for which he is recommended by the Chief Justice. Mr. Huffam was only qualified to higher educational qualifications than that acquired as a Clerk in a merchant's Office in early life (vide his applications) while the other two candidates are University men.
