At no time in the history of the Colony have the FRUIT
prisons been so overcrowded.
Most of the crime, fortunately, is of a petty nature, but it is adding enormously to the work of the Police, the Magistrates and the Prison Officials.
So overcrowded were Hongkong prisons last year that 720 prisoners had to be released before the expiration of their sentences in order to make room for new prisoners.
In three years, a total of 2,260 prisoners have been re- leased in this manner.
