It is also more laborious that the Law is more obeyed. More of the Registrar's time than was anticipated is taken up. But it is the least evil. There is, owing to the same indifference of Creditors, no one to check properly the accounts of the Official Assignees. The Registrar alone presides and passes the accounts of himself as Official Assignee. The Registrar ought properly to supervise the accounts of the Official Assignee and therefore these offices ought to be independent. In England, the Official Assignee is appointed from the Mercantile classes and he passes his account with the Registrars of the Bankruptcy court strictly as on an audit.
There is therefore, in my opinion, no sufficient Audit in this department.

As Official Administrator to intestate's estate, much time of the Registrar is diverted from his duties as Registrar. In this department also of his duties, there is no proper Audit. Formerly, his accounts were audited.
