This is the lesson of a docu- ment issued to-day by the League Secretariat, which gives statistics covering the first four months of sanctions (November to February).

Owing to the time taken to pass legislation, sanctions did not really become effective until the New Year.

In January Italy's exports fell by 40 per cent, and imports by 39 per cent.

The figures for February are too in- complete for conclusions to be drawn, but they suggest that they will be similar to those of January.
