Commenting on the incidents which continue to multiply on the Manchukuo-Outer Mongolia frontier, the Times today de clares there is no need to doubt that both the Soviet arki Japanese Governments really desire peace, at any rate for the time being. Equally, it can- not be doubted that their differ- ences are susceptible to diploma- tic adjustment.
