borrowing, that he did not propose at present any radical altern- tlon of this restriction.

It is learned that Lord Kennet will head the now advisory committee on finance, mentioned in the House of Commons to-day by the Chancellor of the Exchequer.
In considering what foreign long term loans Britain can undertake, re- gard must be had nob only to tha volume of capital likely to be avail- able but also to the state of exchanges and the different kinds of pressure to which sterling may be exposed. The movement of securities must also be taken into account.
