London, Apr. 1. Germany's reply, although it leaves the door open for further efforts to find a basis for negotiation, leaves much to be desired, in the opinion of well-informed British circles,

is, however, thought likely that the reply will have a conciliatory effect on general British opinion, which welcomes lite proposal for a period during which negotiations can be begun, more than Germany's proposals for the interim, especially her, omission to give a pledge not to fortify the Rhineland zone-Reuter

It is fully recognised in authoria tive quarters in London that the German memorandum contains much material-some of t new-which will require most careful study, It will certainly receive close examina- tion in the next few days, and, if necessary, the German Government will be asked for elucidations. There is naturally disappointment that in regard to the proposals put before the German Government by the other Locarno Powers the present docu- ment does not offer clear reply.

It will be remembered that the main purpose of those proposals was to restore confidence, which had been destroyed by Germany's action in the Rhineland, and contributions to this end were offered by the Locarno Powers. A similar contribution on Germany, her part was asked from in order to hold the international situation
