3. I agree with the opinion you express that it is not advisable to make any further extension of the Exceptional concession which you granted to the Stagkong Bank Shanghai, and I have to request that you will inform the Bank that H.M. Govt. are unable to assent to any further issue of these notes by the Banks.

4. The question of the issue by Government of notes of this denomination is at present under the consideration of H.M. Govt. in connection with the general question of the Currency of the Colony.

I think the general answer to this despatch should be a reference to C.O. despatch nr 18 of 18 Feb, an expression of opinion that Lord Carnarvon cannot consent to further Concessions at the expense of the Colonial Revenue with the remark that it was with special reference to the Policemen who were sent out in 1867, whose salaries were then apparently inadvertently fixed in sterling money, that Lord Carnarvon had agreed to Civil servants under certain circumstances drawing part of their salaries.
