This Act does not seem to apply

to Hongkong except with regard to the marking of deck lines (

Section 5) Hongkong being

a

Port

of Registry.

I think we should have the

power to stop an unseaworthy ship, and to do so would require a short

Ordinance.

I have never

had any trouble

respecting overloading,

unseaworthiness or as the local Surveyors keep the Insurance Offices acquainted with the Condition of every ship Entering or leaving the Harbour.
