I do not know that there was any particular reason for giving Offices in the Sem. Department such an increase. For long past it has been just like Sir J. Kennedy to make this sort of arrangement & distributing a saving enough. I do not think the Secretary of State should interfere; but I think you should be told out the salaries another year to test on the estimates as they are actually drawn by individual Public Officers; the power of a Governor to transfer a bit of a salary from one there to another is one which might very easily be abused by some Governors as long as the total is not exceeded does not necessarily come before this Department - I have nothing to say to the susceptibilities.
