With regard to the omission in the Return of Special Payments which Your Lordship points out in the concluding paragraph of your Despatch, I regret that it should have occurred, and I hasten to explain to Your Lordship that in the case of I. Xavier, Assistant Ward master in the Civil Hospital, he had been in the Service for four years and was recommended to be discharged on account of his old age and physical incapacity, while in the case of the latter, she was recommended to be discharged at the same time as great inconvenience was experienced by the Colonial Surgeon in consequence of her inability to speak English, and it was considered that an English Matron, assisted by a bilingual female servant, could do the work of the two. Mr. Assis had been in the Service for seven years and Mr. Vidigal for five years.
