NAVAL ACCORD
ITALIANS EVADE TREATY BECAUSE OF SANCTIONS
London, Feb. 25.
A new Anglo-German naval treaty is being mooted at the London Naval Conference as a means of circum- venting the present deadlock over the introduction of European political issues into the naval protocol, a situation which may result in a breakdown of the parley unless some solution is found.
+
In order to meet the French objections to inviting Germany to sign the naval treaty, it is suggested that Great Britain and Germany negotiate a bi-lateral agreement along qualitative lines to supplement the existing treaty between them, which is built on quantitative lines.
This matter is reported to have been discursed extensively between Mr. Robert L. Craigie, Counsellor of the Foreign Office, and the German Naval Attache in London to-day.",
be
Such a solution, it is freely predicted, would bring Britain, the United States and France into line, and if Italy can mollified the treaty will be signed,, and submitted to Japan

tip to the present, however, Italy has shown no signs of yielding. She is reluctant to sign the treaty while sanctions are operntive against her. Furthermore, the discussions of an all embargo at Geneva, which will commence next week, are awaited by Rome with some misgiving, The re- nul of the Geneva conversations in this matter are expected to have a large bearing on fialy's attitude al The London naval conference-Reuter, UNABLE TO SIGN
