London, Feb. 19. After a two-hour meeting the drafting committee of the Naval Conference to-day completed a draft naval treaty, but the political difficulties and the disagreement over the tonnage of future battleships threaten to hold up the conference for some time,
The French approach to the United States Department, secking a compromise, will be referred to Mr. Norman Davis, the head of the American delegation to the conference. Thus, America's reaffirmation of her 35,000-ton battleship policy scems assured.
As Great Britain has tacitly agreed with the Americans to support the big battleship in return for the United States' agreement to a holiday in building big crufsers, the next step is expected to be Franco-British negotiations in the nature of bargaining over a European air pact und Germany's Invitation to sign the now naval-treaty.
