The former papers are with the Printer. The Rule is a good one that Prisoners are not allowed food other than prison diet while on penal diet; but the effect of the Rules is to put a prisoner sentenced to penal diet for a part of his term on penal diet for the whole time and to deprive him at the same time from hard labor.
