an
infusion was
much needed. Sir
R. MacDonnell was
no
doubt moved by
this consideration
when he adopted
the course of action
I have mentioned
and which was
doubtless approved at
the time by the Home
Government opinion
It may
be a good
Scheme to
have the Hong
Kong "Cadets" abolished. A
scheme for a
Staff
of
Staff Interpreters should
be substituted. Such
salaries should be
provided
as will
command the services
of the most competent men now available. Student Interpreters
should be appointed
from England with
the clear understanding
that they will not
be diverted
from the object of
their appointment.
