We think Lister should receive that sum; and as he is to hold the combined offices of Postmaster & Collector of Stamp Revenue, I am of opinion that a salary of $900 a year from Colonial Funds is sufficient remuneration for the joint appointment, so that he will on the whole receive about $1000 a year.

3 I am not of opinion that there is sufficient ground for granting an increase of £100 a year to the salary of the Assistant Registrar-General.

4. I have already informed you that I am not prepared to sanction the creation of an additional Assistant Colonial Secretary.

I doubt whether with the scanty information before us, we can express any opinion of any value. I think the difficulty is to secure you good men for the Junior Jobs in the first place. The fact that the men are all now absorbed in permanent appointments of the service, and that in those appointments they give, so far as I know, satisfaction, is in favor of the present system. As to portion examinations in Chinese, after their arrival in Hongkong, it appears to me to be a question of detail.
