all for Mitchell's Emoluments without any reference to Barff
who is, I think, a satisfactory officer.
But in the event of Lord Carnarvon deciding to help this officer out of
pecuniary difficulties, by an increase to his salary of £100 per annum (as a personal allowance)
I see no objection to paying the £100 derived from Imperial funds, to the Post-Master General as heretofore,
and making his salary liberal to the extent of £100 to be paid to Mr. Barff.
It is proper for me here to remark that the office (see papers herewith) of Collector of Stamp Revenues is treated as an ordinary Branch and has reference to the Collection of Colonial Revenue only.
