I have had some conversation with Sir J. Kennedy the Minister, on Mr Barr's Proposal which you also invited to write on. It contains, in Welsh, a letter which he would like you to peruse.
I have prepared two draft Despatches for consideration, one to Hong Kong and one to the F.O. This seemed to be the most convenient mode of expressing the course of action which appears most suitable. I think these drafts indicate the best course at the present stage.
