I am not disposed to differ with Gentlemen in whose judgment I have more confidence than it confirms my own.
11. I am also of opinion with regard to the preceding and succeeding paragraphs of my last Report, that they have not dwelt sufficiently on the advantages which would accrue from the continuation of the Praya in front of the Naval Yard and Military Buildings which intervene between the East and West of the City.
12. I would not propose to enter upon this part of the work without the concurrence of the Naval and Military Authorities and of the Imperial Government to the extent of their respective interests.
13. As nearly two thirds of these improvements probably affect their Departments, I would suggest that Vice Admiral Sir Charles Shadwell and Captain in Charge R.E., both of whom have lately returned from China, should be consulted on the part of their respective Departments.
