NEW LEGISLATION FOR HONGKONG

FEATURES OF ORDINANCE

Amongst the Bills to come before the Legislative Council at its meeting to-morrow is ono dealing with fore shore rights.

The Hill is entitled an

Orilinance

to validate certain undertakings which have been constructed or commenced over and upon unleased Crown fore- ahore and sea bed; and to enact er- Lain general provisions which shall be deemed incorporatel, unless ex- pressly

varied or excepted, in future Ordinances authorising reclamation or other works of a public nuturo over and upon auch foreshore and sea bed. It is stated, inter alia, in the Objects and Reasons that it is n recognised priple of English law that owners af land may bo

required by the

Legislature to surrender some or all of the rights they possess in or over their land for purposes of public utllity. It in an equally recognized principle that (suve in certain @x- ceptional cases of emergency with which we are not now-concerned) it is unjust to require that rurrender without making provision for compensation to those whose private rights are affected. When the land itself has to be surrendered it is sald to be compulsorily taken or purchased: but if some only of the rights in or over the land are required to be given the Innd is. commonly said to be

The revival of prosperity in British trade in 1935 is to-day indicated in official returns, which show that imports at £757,000,000 registered an increase of £25,000,000 over 1934. and £82,000,000 over 1933. Exports, at £126,000,000 were £30,000,000 over the 1934 total and £58,000,000 above that of 1933:
