note that a Governor of the Colony should not offer employment to the servant of another without previous communication with the Secretary, and in this case it was particularly undesirable as the Officer in question had only very recently been introduced to the service of the Hong Kong Settlements at considerable expense to the Colony in respect to his wife's passage from England.
3. In the event of a Governor not being able to recommend any one in the Colony for a vacant office, the prescribed course is for him to apply to the Secretary of State. Noting the fact that this Office has been held for some years by Mr. Tonnochy, a gentleman without professional experience, I cannot but think that some temporary arrangement might have been made without difficulty for the performance of the duties attached to the post, until my opinion on the subject had been ascertained.
