2nd of October Bert Hart the Spanish Government were willing to admit the Claim for indemnity for
the reigns of the cargo, apart from the question of the alleged
ill treatment of Mr Field. And I am to ask whether
Lord Derby proposes to take
any steps for payment
of the promised compensation and I am to suggest that
payment should be made
through H. M. Consulate
Manila to the Government of Hong Kong to be handed
over
there to the
entitled
parties
